Under a 1942 law... The law inhibits trainee pilots learning to use radio protocols in our country. It presumably does not inhibit terrorists, spies or other criminals from listening in or even blocking air transmissions. It does not even stop hobbyists listening in at air shows as presumably two police officers would need to hear the transmission the "criminal" was listening in on.
